When any of the following is expected between October and April: ① Morning minimum temperature is predicted to drop by more than 10℃ than the previous day to below 3℃ and to lower by 3℃ compared to the climatological normal year ② Morning minimum temperature of -12℃ or less is expected for more than 2 days ③ Serious damage is expected due to rapid temperature drop.
Gyeonggi-do(Anshan, Dongducheon, Yeoncheon, Pocheon, Gapyeong, Goyang, Yangju, Uijeongbu, Paju, Guri, Namyangju, Gunpo, Hanam, Yongin, Icheon, Hwaseong, Yeoju, Gwangju, Yangpyeong), Gangwon-do(except Flatland of Gangneung, Flatland of Donghae, Flatland of Samcheok), Chungcheongnam-do(Taean, Dangjin, Hongseong), Chungcheongbuk-do(Goesan, Chungju, Jecheon, Danyang), Gyeongsangbuk-do(Mungyeong, Yeongju, Flatland of Bonghwa, Mountainous areas of northeast Gyeongbuk), Seoul(except Southeast Seoul)
