THE TROPICAL DEPRESSION HAS ENTERED THE PHILIPPINE AREA OF RESPONSIBILITY AND WAS NAMED “BASYANG”
Location of eye/center : The center of Tropical Depression BASYANG was estimated based on all available data at 965 km East of Northeastern Mindanao (09.8, 134.3).
Strength : Maximum winds of 55 kph near the centerand gustiness of up to 70 kph.

Heavy Rainfall Outlook
Refer to Weather Advisory No. 19 issued at 11:00 PM today for the heavy rainfall outlook due to Tropical Cyclone BASYANG.
Severe Winds
Wind Signal No. 1 will be hoisted over Caraga as early as tomorrow (04 February), and the highest Wind Signal that may be hoisted throughout its passage is Wind Signal No. 2.
The surge of the Northeast Monsoon will also bring strong to gale-force gusts over the following areas (especially in coastal and upland areas exposed to winds):
Today: Batanes, Babuyan Islands, Ilocos Norte, Abra, northern and eastern mainland Cagayan, eastern Isabela, Aurora, Rizal, Quezon, MIMAROPA, Bicol Region, Visayas, Dinagat Islands, Siargao-Bucas Grande Islands, Camiguin, and Zamboanga del Norte.
Tomorrow (04 Febuary): Most of Luzon, Visayas, Caraga, Davao Region, Zamboanga Peninsula, Camiguin, Misamis Oriental, Lanao del Norte,
Thursday (05 February): Most of Luzon, Visayas, Caraga, Davao Region, Northern Mindanao, Zamboanga Peninsula, Basilan, and Tawi-Tawi.
HAZARDS AFFECTING COASTAL WATERS
24-Hour Sea Condition Outlook
Up to very rough seas over the following coastal waters:
Up to 4.5 m: The eastern seaboards of Northern Samar, Eastern Samar, Dinagat Islands, Siargao-Bucas Grande Islands, and Surigao del Sur.
Sea travel is risky for all types or tonnage of vessels. All mariners must remain in port or, if underway, seek shelter or safe harbor as soon as possible until winds and waves subside.
Up to rough seas over the following coastal waters:
Up to 4.0 m: The seaboards of Batanes; the northern and western seaboards of Babuyan Islands and Ilocos Norte; the northern and eastern seaboards of Catanduanes; the eastern seaboards of Albay, Sorsogon, and northern Davao Oriental; the northern seaboard of Northern Samar.
Up to 3.5 m: The remaining seaboards of Babuyan Islands and Ilocos Norte; the seaboard of Ilocos Sur; the eastern seaboards of Cagayan, Isabela, northern Aurora; the northern seaboards of Camarines Norte and Camarines Sur; the northern and eastern seaboards of Polillo Islands.
Up to 3.0 m: The remaining seaboards of Cagayan, Davao Oriental, and Aurora.
Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced or operating ill-equipped vessels.
Up to moderate seas over the following coastal waters:
Up to 2.5 m: The remaining seaboards of Ilocos Region; the eastern seaboard of Davao Occidental; the seaboards of Kalayaan.
Up to 2.0 m: The western seaboard of Zambales, Bataan, Occidental Mindoro including Lubang Island, Antique, and Aklan; the seaboards of Palawan including Cuyo Islands; the eastern seaboard of southern Oriental Mindoro
Mariners of motorbancas and similarly sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions.
Other coastal waters have forecast wave heights of less than 2.0 m.
TRACK AND INTENSITY OUTLOOK
It must be emphasized that heavy rainfall and severe winds may still be experienced in localities outside the landfall point and the forecast confidence cone. Refer to “Other Hazards affecting Land Areas” for more details. Furthermore, the track may still shift within the limit of the forecast confidence cone.
BASYANG will move generally west southwestward until Thursday (05 February) before moving westward then west northwestward throughout the remaining forecast period. On the track forecast, BASYANG will make landfall over the eastern Mindanao or the southern portion of Eastern Visayas by Thursday evening or Friday (06 February) morning. It will then traverse Mindanao and Visayas landmass until Saturday (07 February). By Sunday (08 February), BASYANG may make landfall or close approach over northern Palawan.
BASYANG is forecast to gradually intensify while over the Philippine Sea and may reach tropical storm category by tomorrow. It will then gradually weaken into a tropical depression by Friday due to land interaction.
