Under present weather conditions, At 3:00 PM today, the center of Tropical Depression (TD) "ESTER" was estimated based on all available data at 255 km North Northwest of Itbayat, Batanes (23.0°N, 121.3°E) with maximum sustained winds of 45 km/h near the center and gustiness of up to 55 km/h. It is moving East Northeastward at 15 km/h. Southwest Monsoon affecting Northern and Central Luzon.
The 12-hour rainfall forecast is moderate to occasionally heavy rains .
WATERCOURSES LIKELY TO BE AFFECTED :
+ **La Union** - Rivers and its tributaries particularly Amburayan, Baroro, Lower Bauang and Aringay.
+ **Ilocos Sur** - Rivers and its tributaries particularly Lower Abra, Silay-Sta. Maria, Buaya, and Amburayan.
+ **Ilocos Norte** - Rivers and its tributaries particularly Bulu, Banban, Bacarra-Vintar, Laoag and Quiaoit.
+ **Pangasinan** - Rivers and its tributaries particularly Balincaguing and Alaminos.
People living near the mountain slopes and in the low lying areas of the above mentioned river systems and the **Local Disaster Risk Reduction and Management Councils** concerned still advised to be alert for possible flashfloods and landslides.
